Conclusion of the Discussion Board

The secret ballot is the most secret defense process, "covered in darkness". Neither the transcript nor other documents reflect the opinion of each member of the Discussion Council. The decision to award or deny it is made after a short procedure: the members of the Discouncil anonymously fill out a special form (“secret ballot”), and then the number of votes “for” and “against” is counted. The majority wins.

The result of the secret ballot is drawn up in the form of a conclusion (decision) of the dissertation council, and then announced by the chairman. It is important to attach to the conclusion the minutes of the counting commission, which certifies that a sufficient number of examiners were present at the defense, the forms were filled out correctly and are valid.

It is important to note that the dissertation candidate must go through the first three stages within 30 days from the date of defense. As soon as the package of documents is collected, then it is submitted to the Discussion Council and sent to the Higher Attestation Commission for a final decision.

After submitting all the documents, the members of the Higher Attestation Commission evaluate the work, the procedure for conducting the defense, the legality of all actions and make the final decision: to award a degree to the author of the study or not. If the decision of the Higher Attestation Commission is positive, then an order is issued to issue a state-recognized candidate of science diploma.

Troubleshooting: What to do if...

Even if the dissertation council adequately assessed the scientific work, positively assessed it, the Higher Attestation Commission may refute the decision and reject the acceptance of the study. This decision can be made in the following cases:

  • The work has not been checked for plagiarism;

  • Qualitative and quantitative indicators of the author's scientific publications are low;

  • The publications where the dissertator's scientific publications were placed do not have sufficient authority and trust of the Higher Attestation Commission;

  • Errors in the design of the dissertation, abstract, additional documents;

  • The work lacks novelty, relevance, efficiency and effectiveness of the author's proposals, etc.;

  • The research topic is poorly developed, there are violations of regulations, the structure and content do not correspond;

  • There are too few reliable, worthy or authoritative resources in the bibliography, or there are resources in the list that are not referenced in the draft text;

  • Etc.

If the HAC cancels the decision of the Discussion Council, this means that the author of the scientific work has not passed the final stage - the defense. Then the applicant will have to do a colossal job of editing the material, finalizing it and “re-testing” at the next defense.
